Clients can contact the licensing authority or review complaints by calling the Texas Department of Health and Human Services HOTLINE number at: 800-458-9858 Clients Rights/Rights of the Elderly: All Clients receive a Client Handbook at time of Admission that contains required policy notifications and a copy of the Client’s Bill of Rights from Human Resource Code, Chapter 102, Rights of the Elderly
